Meeting of Postmaster Grade I Punjab Circle Held at Jalandhar

A meeting of Postmaster Grade I of Punjab Circle was held at Hotel City Hub, Near P&T Colony, Jalandhar on 2/9/2012 at 1100 hours. The following  20 officials from different parts of the Circle attended the meeting including one female member.

The meeting was started by welcome note from Sh. Dalip Kumar Postmaster Grade I, Guru Har Sahai.

Thereafter a self-introduction session was held which also included the problems being faced by the Cadre in day-to-day working.

Overall a need to create a Non-federal Association of Postmaster Cadre was felt by most of the  members present in the meeting.

The Consent Forms were also got filled from the present members. Most of the other members who could not attend the meeting, also assured that they are in favour of Non-Fedreal Association of Postmaster Cadre and they will fill and send the Consent form through Post.

Taking into consideration the All India Meeting of Postmaster Cadre to be held at Mumbai on 1/10/2012, it was decided to send 3 delegates from Punjab Circle, and the names of following officials were decided unanimously:

1.  Sh. Dalip Kumar, Postmaster Grade I  Guru Har Sahai
2.  Sh. Gurpreet Bedi, Postmaster Grade I Talwandi Bhai
3.  Sh. Vinod Salgania Postmaster Grade I Bassi Pathana

In the end, Sh. Gurpreet Bedi thanked all the members who participated in the meeting. The meeting was ended after a special Lunch Session.

A GREAT GRANT SUCESSFUL MEETING OF POSTMASTERS’ OF MAHARASHTRA CIRCLE
DEAR POSTMASTER,


As long as our ideas are the same, we will never be apart.

Our strength is a contented and intelligent community.

Alone we can do so little; together we can do so much.

Unity is power.

We could learn a lot from crayons; some are sharp, some are pretty; 
some are dull, while others bright some have weird names, but they 
all have learned to live together in the same box.

No one can whistle a symphony. It takes a whole orchestra to play it.

One piece of log creates a small fire, adequate to warm you up, add 
just a few more pieces to blast an immense bonfire, large enough to 
warm up your entire circle of friends; needless to say that individuality 
counts but team work dynamites.

Good communication is just as stimulating as black coffee, and just 
as hard to sleep after.

MAHARASHTRA CIRCLE HELD ON 19TH AUGUST 2012. 
IN SPITE OF HEAVEY RAINS MEMBERS FROM ALL FIVE REGIONS 
WERE ATTENDED THE MEETING AND PASSED FOLLOWING RESOULTIONS:
1.       REGIONAL CO ORDINATORS WERE APPOINTED AND ASKED THEM TO 
COLLECT THE CONSENT LETTERS FROM GRADE I NEW ENTERENT POSTMASTERS 
AND THE GRADE II WHO HAS NOT SUBMITTED THE SAME
2.       TO REPRESENT ALL THE PERSONAL ISSUES THROUGH CORRESPONDENCE 
WITH THE LOCAL ADMINISTRATION, IF NOT RESOLVED THAT WILL BE TAKEN UP
 WITH THE NEXT HIGHER UPS. FINALLY, THE COMMITEE CONSTITUED AT THE 
MEETING WILL REPRESENT ALONGWITH THE UNSOLVED  GENUINE  ISSUES AND DISCUSS WITH THE CPMG ON APPOINTMENT.
3.       ALL INDIA ASSOCIATION OF POSTMASTER CADRE MUST BE FORMED 
IN THE CENTRAL LEVEL AND TO  FORM CENTRAL HEAD QUARTER (CHQ) FOR THAT MAHARASHTRA CIRCLE WILL TAKE THE LEAD AND DICIDED TO HOLD  
ALL INDIA POSTMASTERS’ MEET AT MUMBAI ON 1ST OCTOBER 2012.
4.       TO CONDUCT THE ALL INDIA MEET SUFFICIENT FUND SHOULD BE
 COLLECTED FROM ALL THE REGIONS. THE CONTRIBUTION IS FIXED RS.500/- 
PER HEAD.THE DO/RO COORDINATORS WILL COLLECTED THE FUND FROM THE MEMBERS AND CREDIT THAT AMOUNT IN THE BANK ACCOUNT IN THE MODE
 OF FUND TRANSFER. THE ACCOUNT NUMBER WILL BE INTIMATED THROUGH 
SMS BY THE MUMBAI REGION CO ORDINATOR IMMEDIATELY. THIS EXCERCISE SHOULD BE COMPLETED IN THE TIME FRAME UP TO 15THSEPTEMBER 2012.
5.       IT IS OUR AIM TO REACH OUR VOICE TO THE DIRECTORATE THROUGH A COMMON PLATFORM AND OUR CADRE ISSUES ARE UNIQUE AND COULD BE REPRESENTED BY US ONLY SO ALL THE POSTMASTERS IN THE MAHARASHTRA 
CIRCLE SHOULD JOIN TOGETHER AT THE ALL INDIA MEET TO BE HELD ON 1ST OCTOBER 2012. INDIVIDUAL INVITATIONS WILL BE SENT ALL POSTMASTERS IN MAHARASHTRA THROUGH THE DO/RO COORDINATORS SHORTLY.
6.       SHRI.GANESH SABLE,POSTMASTER GRADE I WILL CONTACT  OTHER 
CIRCLE CO ORDINATORS IMMEDIATELY TO INTIMATE THE DATE WELL IN 
ADVANCE TO ENABLE THEM TO ATTEND THE MEET TO FORM A CHQ.
7.       IT IS OUR AIM TO SEND OUR REPRESENTATIVE TO THE COMMITTEE 
TO BE CONSTRUCTED FOR THE 7 TH PAY COMMISSION. THERE FORE ALL 
THE WORK RELATED WITH THE GETTING APPROVAL FROM THE DIRECTORATE
 SHOULD BE COMPLETED WITHIN A MONTH AFTER THE ALL INDIA MEET.
POSTMASTER MAHARASHTRA REGISTER ITS GREATFULL NESS TO ALL
 POSTMASTERS ATTENDED THE MEETING FROM ALL FIVE REGIONS VIZ., AURANGABAD,GOA,MUMBAI,NAGPUR AND PUNE IGNORING THE DISTANCE 
THEY TRAVELLED INSPITE OF HEAVEY RAINS.
TO CONCLUED THIS REPORT I WISH TO SAY THE FOLLOWING LINES ON SEEING
ALL OF YOUNG ASPIRANTS WHO ARE EVEN DEPRIVED FROM APPEARING OTHER DEPARTMENTAL PROMOTION EXAMS AND WORKING IN THE LOWEST GRADE PAY
 BUT THEY ARE DESIGNATED AS OFFICE INCHARGE  WITH HIGHER RESPONSIBILITY
 AND HIS/HER SUBORDINATE GETS HIGHER WAGES AND ENJOYING THE LIBERTY OF THE ALOOFNESS.
EVEN THOUGH THE YOUNG POSTMASTERS ARE STILL HAVE A HOPE THAT DEPARTMENT WILL COMPENSATE THEM WITH FINANCIALLY AND GIVE 
PRESTIGIOUS PLACE IN THE PROMOTIONAL HIERARCHY OF THE DEPARTMENT. 
TO MAKE ALIVE THEIR HOPES THERE IS NO OTHER WAY BUT TO BUILD A COMMON PLATFORM SO UNITE TOGETHER FOR BETTERMENT OF THE CADRE
 AS WELL AS OURS.

Infosys bags Rs 700 crore deal from India Post

for implementing Core Banking Solutions


Infosys was selected by the India's Department of Post, for implementing
core banking and insurance solutions in 150,000 post offices across the
country, as well as installing ATMs. This project estimated at Rs 700 crore,
aims to transform India Post into a technology-enabled autonomous entity.

 Infosys was selected by Department of Post, for implementing core banking and insurance solutions in 150,000 post offices, as well as installing ATMs.


Under this, Infosys will implement and manage its Finacle Core Banking
and McCamish Insurance products. It will install around 1,000 ATMs for
 India Post along with an electronic content management system to
manage millions of documents generated as part of India Post's
financial operations.


It will also participate in designing, building, supplying, installing and
commissioning hardware and software, data migration and deployment
of the platforms and solutions across all identified post offices.

Infosys would also train more than 35,000 India Post employees across the
 country on the usage and deployment of the new platform and solutions.

Postal Directorate has issued orders vide Memo No.29-1/2011-CF dated 09/08/2012 to revise Postage rates of Foreign Parcels (Air/SAL) w.e.f. 01/09/2012. The rates have been revised on Country basis replacing the Previous formula of Zone-Wise rates.

It has been decided with the approval of competent authority that the pattern and syllabus for examination for filling up of the posts of Multi Tasking Staff by following modes of recruitment will be as indicated in the Annexure:
I. Direct Recruitment from amongst Gramin Dak Sevaks
II. Direct Recruitment from Open Market
2. It is requested that the pattern and syllabus for examination may be brought to the notice of all concerned.
3. The date for holding the examination(s) will be communicated separately by DE Section.

Pattern and Syllabus for Examination to fill up the Posts of Multi Tasking Staff by Direct Recruitment from amongst Gramin Oak Sevaks and from Open Market

I. Candidates shall be subjected to an Aptitude Test of the level of 10th class/matriculation covering the following subjects/topics:
Total Marks-100
Part .. 'A' - 25 marks -25 questions on General Knowledge - Multiple Choice Questions
Part '8' - 25 marks -25 questions of Mathematics - Multiple Choice
Questions
Part 'C' - Two segments
(i) 25. marks- 25 questions- English language- Objective Type/Multiple Choice Questions
(ii) 25 marks- 25 questions - Regional language*- Objective Type/Multiple Choice Questions
* Where the regional language is also English the Part. 'C' shall comprise only one segment on English language of 50 marks, consisting of 50 questions of Objective Type/Multiple Choice Questions.
II. DURATION OF EXAMINATION:
90 minutes
III. QUALIFYING MARKS:
a. Parts A and B- Minimum 10 marks for OC, 8 marks for SC/ST and 9 marks for OBC candidates in each part.
b. Part C (Two segments)- Minimum 10 marks for OC, 8 marks for SC/ST and 9 marks for OBC candidates in each segment.
c. Part C (One segment of 50 marks)- Minimum 20 marks for OC, 16 marks for SC/ST and 18 marks for OBC candidates.
d. 40% marks for ac, 33 marks for SC/ST and 37 marks for OBC candidates in aggregate

The Dearness Allowance payable to Central Government Employees and Pensioners is determined based on All India Consumer Price Index for Industrial Workers. AICPI (IW) for the month of June 2012 has increased from 206 to 208.Basing on the calculation, there will be 7% increase and the expected D.A from 1st JULY 2012 is 72%. DA with effect from 1st July 2012 would be officially announced during September/October 2012.

 

The D.A calculation is as follows :-


To calculate Dearness Allowance we require AICPI (IW) for previous 12 months.


 

Dearness Allowance with effect from 1st January every year
(Average of AICPI-IW for the months from January to December of previous year – 115.76)X100/115.76
Dearness Allowance with effect from 1st July every year
(Average of AICPI-IW for the months from July of previous year to June of this year – 115.76)X100/115.76
115.76 is a factor which converts 1982 series AICPI (IW) (Base 1982=100), which was applicable prior to 6CPC to 2001 series AICPIW (Base 2001=100). In turn, This is arrived at by dividing the 1982 series AICPI by a linking factor which is 4.63 (536/4.63=115.76)

OFFICE MEMORANDUM

Subject : Review of three years time limit for making compassionate appointment.

The primary objective of scheme for compassionate appointment circulated vide O.M. No. 14014/6/94-Estt(D) dated 09.10.1998 is to provide immediate assistance to relieve the dependent family of the deceased or medically retired Government servant from financial destitution i.e. penurious condition. The Hon’ble Supreme Court in its judgment dated 05.04.2011 in Civil Appeal No. 2206 of 2006 filed by Local Administration Department vs. M. Selvanayagam ® Kumaravelu has observed that "an appointment made many years after the death of the employee or without due consideration of the financial resources available to his/her dependents and the financial deprivation caused to the dependents as a result of his death, simply because the claimant happened to be one of the dependents of the deceased employee would be directly in conflict with Articles 14 & 16 of the Constitution and hence, quite bad and illegal. In dealing with cases of compassionate appointment, it is imperative to keep this vital aspect in mind”.
2. This Department’s O.M. No. 14014/6/1994-Esst.(D) dated 09.10.1998 provided that Ministries/Departments can consider requests for compassionate appointment even where the death or retirement on medical grounds of a Government servant took place long back, say five years or so. While considering such belated requests it was, however, to be kept in view that the concept of compassionate appointment is largely related to the need for immediate assistance to the family of the Government servant in order to relieve it from economic distress. The very fact that the family has been able to manage somehow all these years should normally be taken as adequate proof that the family had some dependable means of subsistence. Therefore, examination of such cases call for a great deal of circumspection. The decision to make appointment on compassionate grounds in such cases was to be taken only at the level of the Secretary of the Department/Ministry concerned.

3. Subsequently vide this Department’s O.M. No.14014/19/2002-Estt.(D) dated 5th May, 2003 a time limit of three years time was prescribed for considering cases of compassionate appointment. Keeping in view the Hon’ble High Court Allahabad judgment dated 07.05.2010 in Civil Misc. Writ Petition No. 13102 of 2010, the issue has been re-examined in consultation with Ministry of Law. It has been decided to withdraw the instructions contained in the O.M. dated 05.05.2003.

4. The cases of compassionate appointment may be regulated in terms of instructions issued vide O.M. dated 09.10.1998 as amended from time to time. The onus of examining the penurious condition of the dependent family will rest with the authority making compassionate appointment.
